    Joseph,

    It sounds as if you ought to check the fuel pump itself … faulty non-return valve? … damaged diaphragm? … bent or worn cam follower?

    I do have an additional switched electric pump on my car although, in general, the mechanical unit is more than adequate.  I only ever use the electric one to prime the system after the car has been stood for a very long time and all fuel has drained from the mechanical pump (it saves all the tedious hand pumping).  It is fitted in-line with, and just before, the mechanical pump.  Should it ever become necessary, it is perfectly capable of being run permanently.
