Does the amount of inaccuracy vary with speed or does it always read a fixed amount low?
If the former, I would suspect the cwp has been replaced with a different ratio without changing the speedo drive.
Standard cwp is 9×31 but both 10×31 and 8×31 were available.
More recently 10×31 cwps have been manufactured as a solution to give the car “longer legs”. If the speedo drive is not replaced, the reading is approx 10% low – I know from experience.
On the other hand, if the speedo always reads the same amount too low, the needle simply needs resetting to correct it.
