The request for pictures is normal, I am asked to submit pics every few years but the £24 charge for processing same sounds a bit of a con.  I supply them on-line and back up by sending a disc and have never had a cost itemised separately. – However it could well be included/hidden in the total cost, I suppose.

The agreed value is up to you but 17k is probably reasonable if you believe the car would sell for at least 15k. Just remember, the greater the agreed value, the higher the premium.
