The pipe is designed to drain excess fuel which may have accumulated in the manifold, usually after several failed attempts to start and “flooding”.
It should not leak fuel when the engine is running.
There should be a further short length of copper pipe desdending and then a rubber tube extension passing between the block and jambonneau to ensure the discarded fuel is dumped as low down as possible.
